US citizens living overseas are required to file US income tax returns regardless of whether or not they have income from US sources or a US tax liability, and regardless of how long they have been abroad.
Many US citizens abroad are mistaken in thinking that if their income for the year is below the Foreign Earned Income Exclusion there is no need to file a US return annually, this is incorrect. A US return must be filed annually in order for a taxpayer to claim the Foreign Earned Income Exclusion.
Americans living and working outside the United States must report all of their worldwide income based on US tax law.
